Security settings shouldn't be a problem - the video is streamed via http so it should avoid any firewall (except ones that block the whole web). I'd check the settings on the Java Virtual Machine (there should be a control panel for that somewhere....)
Let me know if you have any luck, or get any more detailed error messages. We'd tested the livecam on every system we could find, and yours is the first failure that isn't explained by other means (java not activated, or a prehistorically slow computer....). We'd like to fix it! :)

The traffic was so bad ileft my car at the lab and walked, managing several times the speed of the traffic on Maddingley Road even though I'm not a very quick walker, I had a pulled muscle and I was being careful with the ice!
